Water rising in a ground-floor shower tray means the drain serving the property is blocked and the tray is now the lowest available overflow point. Stop using water in the building immediately and call a drainage engineer — the level will rise with every flush.
This is one of the clearest signals that the blockage is in the underground run rather than in any individual fixture. Nothing you do at the shower will help.
Do not run the shower to "push it through" and do not use chemicals. Both add volume to a system that has nowhere to put it.
If you can safely check, a full external chamber confirms the diagnosis and tells the engineer roughly where to start.
