Seal the route. Survey the drainage to find broken pipes, open joints and redundant connections, repair them with lining or replacement, cap any disused pipework, and fit a one-way rat blocker valve in a chamber if the property backs onto a sewer with known activity.
Rats need only a 40mm gap. Old clay pipework with failed joints, redundant connections from a demolished outbuilding, and cracked chamber benching are the classic entry points.
Pest control treats the population; drainage repair removes the route. Doing only the first means the problem returns.
Non-return valves are effective but need to be accessible for maintenance — they are fitted in a chamber, not buried mid-run.
