Outside drains
A chamber should be empty apart from a shallow flow in the benched channel. Standing water means the run downstream is restricted or blocked. If the level is at or near the top, the blockage is significant and the property is at risk of backing up.
Check the next chamber downstream. Full then empty means the blockage lies between them, which pinpoints it usefully for the engineer.
A chamber that holds a couple of inches of water permanently often indicates a bellied or partially silted run rather than a full blockage.
Either way, standing water in a chamber is never normal and should be investigated before it becomes an emergency.
