Can a drain survey be done if the drain is blocked?

Not usefully. The blockage has to be cleared first, because the camera cannot pass it and standing water hides the pipe wall. Engineers normally jet the run, then survey immediately afterwards — clearing and surveying in the same visit is the efficient way to do it.

Surveying a clean pipe is the whole point: you are looking for cracks, open joints, root entry and bellies, and none of that is visible through silt or effluent.
